Hamas Accepts Ceasefire Framework in Gaza Conflict, Raising Hopes for Truce
July 5, 2025 — In a potentially decisive moment for the ongoing Gaza conflict, Hamas has formally accepted the framework of a U.S.-backed ceasefire proposal, signaling readiness to move forward with implementation talks. The proposal, which includes a 60-day truce, was developed with the support of Egypt, Qatar, and the United States, and outlines a phased exchange of hostages and prisoners, withdrawal of Israeli forces, and increased humanitarian aid to Gaza.
According to officials involved in the talks, Hamas provided a “positive response” after concluding internal consultations and is prepared to immediately enter negotiations on the terms of the deal. Under the proposed framework, Hamas would release 10 living and 30 deceased Israeli hostages in stages, while Israel would reciprocate with the release of Palestinian prisoners. The truce would also enable greater humanitarian access to the war-torn Gaza Strip, where the humanitarian crisis has reached catastrophic levels.
Israeli officials are reportedly reviewing the response. U.S. President Donald Trump has publicly stated that Israel has accepted the ceasefire terms, and he urged Hamas to do the same, emphasizing that “this is the best deal they will get.” However, Israeli Prime Minister Benjamin Netanyahu has maintained that any agreement must ensure the dismantling of Hamas, a position that could complicate negotiations moving forward.
The humanitarian toll of the war has intensified pressure on both sides to reach a deal. The Gaza Health Ministry reports over 57,000 Palestinian deaths since hostilities began in October 2023, while Israel continues military operations even amid ongoing talks. Aid agencies have warned of mass starvation and disease outbreaks due to limited access to food, medicine, and clean water.
Key challenges remain before the ceasefire can take effect. These include finalizing lists for the hostage and prisoner exchanges, securing guarantees for aid delivery, and agreeing on mechanisms to transition from a temporary ceasefire to a permanent peace arrangement. Hamas has insisted on binding international assurances to prevent the conflict from reigniting, while Israel is likely to seek guarantees regarding Hamas’s long-term disarmament.
